<p>On September 3, 2025, the Union Cabinet approved a ₹1,500 crore incentive scheme under the National Critical Mineral Mission (NCMM) to boost recycling of e-waste, lithium-ion battery scrap, and end-of-life vehicle components like catalytic converters. Running from FY 2025-26 to FY 2030-31, the scheme offers a 20% capital subsidy and incremental operating expense subsidies, capped at ₹50 crore for large and ₹25 crore for small recyclers. It aims to generate 270 kt of recycling capacity annually, recover 40 kt of critical minerals, attract ₹8,000 crore of investment, and create around 70,000 jobs. </p>

<p>On World Coconut Day, the Coconut Development Board (CDB) unveiled a revamped scheme offering significantly increased financial assistance to coconut farmers. Under the Area Expansion Programme, subsidy for planting has surged from ₹6,500 to ₹56,000 per hectare, while support for seedling production has risen from ₹8 to ₹45 per seedling. The scheme also includes upgrading demonstration-cum-seed farms, promoting nurseries, and investing in processing, marketing, value addition, and skill development.</p>

<p>On August 7, 2025, India and Japan signed a landmark Memorandum of Cooperation (MoC) establishing a Joint Crediting Mechanism (JCM)—India becoming Japan’s 31st JCM partner—at a summit in New Delhi. Under Article 6.2 of the Paris Agreement, the JCM enables shared implementation of low-carbon projects with Japanese finance and technology, issuing emission-reduction credits that both countries can count toward their Nationally Determined Contributions (NDCs). Key priority areas include compressed biogas, green hydrogen/ammonia, decarbonisation of heavy industries, and carbon capture and storage.</p>

<p>As part of its centenary celebrations beginning October 1, 2025, the Union Public Service Commission (UPSC) has announced plans to establish a Centre of Excellence (CoE). Serving as a centralized knowledge hub, the CoE will collate and share standard operating procedures, innovations, and key takeaways from both UPSC and state Public Service Commissions (PSCs). UPSC Chairman Dr. Ajay Kumar emphasized that while the commission will lead the initiative, active contributions from state PSCs are crucial, and their suggestions have been officially invited. The CoE will also assist other national recruitment bodies in improving their examination and selection processes. </p>

<p>On August 29, 2025, the Ministry of Environment, Forest and Climate Change issued the Environment Audit Rules, 2025, initiating India’s first formal framework for independent environmental audits under the Environment (Protection) Act, 1986. The rules define a certification process for environment auditors, managed by a newly established Environment Audit Designated Agency (EADA), which will oversee auditor registration, performance monitoring, and disciplinary actions. Auditors are empowered to conduct site inspections, collect samples, verify compliance, and support initiatives such as green credits and ESG frameworks. A Steering Committee led by MoEFCC’s Additional Secretary will oversee implementation. </p>

<p>On September 2, 2025, the World Health Organization revealed that more than 1 billion people globally live with mental health conditions such as anxiety and depression. These disorders are now the second leading cause of long-term disability and burden economies—costing US$1 trillion annually in lost productivity. Disturbingly, suicide claimed 727,000 lives in 2021, particularly among young people, and current rates of reduction are insufficient to meet the UN’s 2030 targets. Despite some policy progress, global spending on mental health remains stagnant at just 2% of health budgets, highlighting the urgent need for systemic reform. </p>
